The year 2011 is special and significant for the “Saby” Charitable Foundation, which has celebrated 9-year anniversary of its activity and has come to the end of a decade. This period has been marked by strenuous and effective work under previously approved permanent projects and new projects and programmes developed in this year.

The end of the year is a traditional period for summing up; therefore, on the threshold of New Year’s holidays we would like to analyze our annual activities.

“Youth” Project

The “Youth” Project was developed by the “Saby” Foundation in 2011. This was a pilot project launched for the purpose of solving problems related to integration of graduates of orphanages into society. A possibility of rendering assistance to young people – orphans in solving a difficult problem of purchasing their own apartments on preferential terms is considered within the framework of the Project. At that, the following condition is essential: this is not a trivial scheme “a benefactor gives and a beneficiary receives”, but a long-lasting and hard work on the part of a recipient. The system makes guys think, work hard during many years forming a stable habit of a sensible and responsible approach to life formation. Applicants for getting apartments may be only full orphans at the age of more than 23 years old, who have got education and permanent job.

6 graduates of orphanages have been selected out of foster children of the Almaty Youth Home for participation in the Project for the year 2011. Trilateral contracts have been entered into with such guys for housing construction savings, under which the “Saby” Foundation has transferred to Zhilstroisberbank of Kazakhstan a contribution in the amount of 50% of the cost of 1-roomed flat in Almaty in favour of each participant. Further savings will be made by the guys.

“Alem” Programme aimed at support of young talents

The “Alem” Programme aimed at support of young talents developed in 2010 has continued its growth and development. Under the Programme any child or a young man can place his/her curriculum vitae at a specially created Internet-portal www.alemthebig.kz. Each application is accepted and considered thoroughly. Abilities and skills of an applicant are evaluated by the best specialists in a particular sphere. Professional opinions allow finding really talented people, for whom we do our best in order to develop their skills and chose a correct direction in their lives. Indeed, current support of young generation is one of opportunities to make a significant contribution to our common future!

During the whole period of the Programme the committee processed more than 170 applications from applicants from more than 25 populated areas of our country; organized trips of the Foundation’s employees to 17 populated areas with the aim to inform young people about the “Alem” Programme; organized 8 creative trial hearings of children held by professionals in the area of vocal. Grants were given to 7 children, 4 of which received an opportunity to study in higher educational institutions at the cost of the “Saby” Foundation. A 2-week personal exhibition was organized for a young talented artist in the Central Exhibition Hall of Almaty city; another participant of the “Alem” Programme received a laptop for his success in the applied art; a young poet, a winner of the Children’s Poetic Contest declared by the “Saby” Foundation under the “Alem” Programme, won a main prize – a notebook.

Besides, a project – Contest of Scenarios – was implemented jointly with Timur Bekmambetov’s company “Bazelevs” under the Programme in order to find and select talented scenario writers from all regions of Kazakhstan. Approximately 650 letters and 132 applications were received and processed as a result of which 10 semifinalists were selected. A festival held in July 2011 defined a winner of the contest, who received the prize in the amount of 10,000 US dollars and a unique possibility to shoot a film under the own scenario together with Timur Bekmambetov.

Special attention has been paid to young chess players from the children’s club “Saby-Chess”, which has been recently opened under the Almaty Union of Chess Players. The “Saby” Foundation has equipped the club with sports facilities, necessary equipment and furniture: chess tables, chairs, figures and clocks meeting all FIDE requirements. A special room for fans has also been equipped. The first children-youth qualification tournament was held in November in the club.

The Project “Decent Life to Disabled Persons”

The Project “Decent Life to Disabled Persons” has taken one of the basic positions in activity of our Foundation. The Project was started in 2008, and over the last 3 years it has spread throughout the country and become source of pride of our country. The project has allowed thousands of disabled persons from all regions of the country to feel freedom of movement using specialized vehicles specially equipped with hydraulic lifters designed for wheelchairs. Using these vehicles disabled persons do not need to transfer from wheelchairs as they usually do when using unaccommodated transport vehicles.

In 2011 the fleet of invataxi cars was replenished with 11 cars, and 4 cars will arrive to Almaty at the beginning of next year after their re-equipment in Germany. These cars are intended for associations of disabled persons of seven cities. Thus, the total number of cars purchased under the project is 50 units for operation in 16 regions of Kazakhstan.

The “Invataxi” services, the aim of which is to render free transport services to disabled persons using our cars, have received assistance from the Foundation. In particular, this year dispatching offices of 14 organizations have been equipped with computers in order to increase the level of servicing and simplify formation of monthly reports on operation of special transport vehicles.

The next stage of the project development has become equipment of Invataxi cars with special mobile lifters designed for ensuring of free movement of wheelchairs on stairs. At the present time, it is very difficult to lower and lift people using wheelchairs and living above the ground floor. With the receipt of mobile lifters the problem will disappear, which will allow increasing the level of servicing disabled persons and reducing time spent on each trip. As the Foundation receives money from benefactors, special lifters will be procured for all “Invataxi” services. At the present time, 10 sets of equipment have been acquired for 9 cities.

Educational Project

The Educational Project of the “Saby” Foundation was started in 2004 and, certainly, has special importance for us as one of the very first and fulfilled up to the last detail.
This educational year, we have continued the 7-months psychological trainings launched in 2010 with children from three Almaty orphanages within the limits of the Educational Project. The aim of these trainings on psychological correction of personality is successful adaptation of graduates into independent life. Seminars have been conducted by a highly professional practicing psychologist, and 68 children have taken part therein.

Senior pupils from our sponsored children’s social institutions have continued their lessons under the 6-months preparation for the Unified National Test in the city tutorial center. Such lessons, as the practice shows, are very effective and ensure large percentage of entrance the educational institutions under state grants.

Traditional two-stage computer testing on vocational-oriented education on the basis of the Almaty branch of the vocational-oriented education department of the Moscow State University named after Lomonosov organized by our Foundation this year have been passed by 107 children from 3 orphanages of Almaty.

And the most important thing, educational grants of the “Saby” Foundation for payment of education in higher and secondary educational institutions have been received by 33 graduates from 8 orphanages and boarding schools of 4 regions of Kazakhstan, and 6 persons, who had entered the universities earlier, have received specialist degrees this year.

“Sport – Health – Achievements” Projects

Activity of our Foundation under the Project “Sport – Health – Achievements”, within the limits of which sports and playgrounds are built in children’s social institutions, has become especially fruitful this year. The quantity of the sports objects donated to orphanages, schools and boarding schools has increased this year by five and has reached 22.

A playground consisting of a big game complex, swings and 12-seats tables and benches has been built for the Petropavlovsk correctional boarding school No 2.

A similar ground designed for small pupils and equipped with sports facilities has been presented to children of the Hope House of Almaty city.

Another similar object, including horizontal bars, a tennis table, various sports equipment with stairs, a basketball ring and other elements, has been presented to pupils of Danamysh Physics-Mathematics School of Almaty.

Certainly, a special source of pride is multipurpose grounds erected by our Foundation. The area of such grounds is 450 square meters; they are fenced by a 4-meter protective grid. The grounds are intended for mini-football, basketball and volleyball and covered with special material for making a skating rink during winter time. This year such a ground has been built in the “Umit” Orphanage in Ust-Kamenogorsk.

Children from the Almaty Youth House have received a professional football field, the size of which is 800 square meters, with a special safe “artificial grass” cover and planimetric floodlight.

Medical Project

The “Saby” Foundation has also continued work on its “Medical Project” that contemplates provision of medical institutions with equipment and medicines, creation of suitable conditions for patients who receive treatment in medical institutions, as well as rendering assistance to patients in case of emergency. The work performed is enormous: capital repair of rooms and game rooms, full equipment of operating rooms and medical-diagnostic blocks. The project covers 14 institutions of the country.

Expecting the New Year, the Mangystau regional infectious diseases hospital has received a gift from Foundation – an artificial respirating unit Hamilton-C2 (Switzerland) that will be used in the intensive care department. Although the hospital’s inquiry specified that the artificial respirating unit was required for small patients, we have taken into account a specific character of the establishment and the fact that adults and children from the whole region receive treatment there. In this connection, the Foundation has made a decision to acquire equipment as an expanded complete set, which will allow doctors to use it for patients of any age. It should be noted specifically that the unit can be used for newborns, whose weight is from 500 g. Use of Hamilton-C2 should contribute to reduction in children’s and infant’s death rate as a result of acute enteric infection and acute respiratory viral infection when rendering emergency medical aid

Special attention has been paid also to our sponsored boy Nikita, who has physical disability as a result of ICP and who has being under patronage of the Foundation over many years. As always, Nikita and its grandmother have received a stock of products for several months and a small amount of money for necessary expenses.

“Zhana Uya” Construction Project

Works under the project of construction of a new modern building for Kyzylorda Children’s Home carried out by the “Saby” Foundation are continuing. At the present time 60 babies-orphans of this institution are living in an old frame reed-fiber structure. Heavy climatic conditions, a zone of ecological disaster of the Aral Sea, constant deficiency of potable water and, as consequence, a low standard of living and health of local population, especially children, induce our Foundation to pay special attention to this region.

At the present time our experts execute numerous coordination and examinations of design and estimate documentation with various state instances – it is a complex of permissive actions necessary for construction of an object and laying of external communications thereto.
Funds collected for the project implementation are accumulated on the account and distributed to the performance of construction works as well as to internal equipment and development of an external infrastructure.

SMS – Project “Save Children’s Life”

The joint project of the “Saby” Foundation and the “HOME” Foundation – SMS-Auction “Save Children’s Life” was started in 2007. Under the project each person can send an SMS to a short phone number 8099 and transfer a small payment to a special account accumulating funds that are spent on medical treatment of small citizens of our country in foreign medical institutions, whose diseases cannot be treated in our country.
At the end of 2011 the amount of risen funds and paid surgical operations under the Action “Save Children’s Life” was almost 2,150,000 US dollars. Due to efforts of many people and organizations, the help was rendered to 342 children from different cities and areas of our Republic.

Our awards

Charitable activities of the “Saby” Foundation were appreciated by the society in 2011.
The Energy Sammit 2011 organized by the European Business Assembly and held in London at the beginning of March has become an outstanding event for us. During the annual International Socratic Ceremony being an integral part of the Sammit the President of the “Saby” Charitable Foundation Mrs. Assel Imangaliyevna Tasmagambetova was given the Queen Victoria Commemorative Medal – an exclusive English award for honour, dignity and bravery. The Medal has been put on a special place in the Foundation’s treasury.

By the 25th anniversary of the accident on the Chernobyl atomic power station a commemorative medal of the Union of Veterans of Chernobyl and Local Wars was given to the President of the “Saby” Foundation A.I. Tasmagambetova. It is two-fold honourable to be recognized by such people and heroes for the work in the area of charity.
These awards evidence that the “Saby” Foundation headed by the competent and talented President carries out its activity in a proper direction.

Fund raising

Many sympathetic people, when viewing telecasts or reading articles in newspapers about dispossessed and seriously ill patients, especially children, have a sincere impulse to help them and participate in their destiny. But shortage of time does not allow them to reach a bank or to go to an editorial office to pass a charitable help to distressed people. So, good intentions remain non-realized.
However, in 2011 the “Saby” Foundation together with a Kazakhstan company engaged in servicing payment terminals launched an available social service, due to which each citizen of our country can transfer his/her help quickly and effectively to children-orphans, patients and disabled persons.

BUILDING PROJECT “ORKENDEU”

Provider and Executor of the Project:

Objective:
Improvement of living conditions at children social institutions of the Republic of Kazakhstan including hospitals, boarding schools, children’s communities by carrying out works on buildings construction, capital repairs, reconstructions and housing equipment.

Problem Definition:
The amount of budgetary financing of ensuring activity of social significant facilities both medical and educational increases every year. State programs to develop fields are worked out.
Capital repairs of schools, hospitals, boarding schools are carried out; new buildings for the existing objects are constructed. The improvements are evident almost in every institution.
However, we should not underestimate the role of private sector capital in this field. Because the prompt reply to the critical needs of social institutions could be far more effective from the part of commercial structures and non-profit organizations due to the absence of the necessity to undergo long procedures of state purchases.
For many years, Saby Charitable Foundation has been effectively carrying out the work on improvement of living conditions at children social institutions of the Republic of Kazakhstan. Beginning from 2003, 8 objects of 8 institutions in 3 regions of Kazakhstan have been constructed and repaired. Currently, scale work on the construction of a new modern building for the Child Care Center in Kyzylorda city is carried out, where orphaned children live from their birth till 3 years old. The existing old building was declared by a traveling commission from Almaty to be wrecked and not reparable. The Project was developed by the order of Saby, taking into account all new construction requirements and technologies.

History of the Project:

2003
Construction of a new refectory complex for foster children of Boarding School No. 3 at Begalin street, Almaty city.

After the examination of the existing refectory condition and the possibility of its repair and arrangement, a conclusion that it is necessary to construct a new separate building complex was made. The administration decided to reconstruct the old abandoned barrack without floor, windows and doors. 5 months later, the object was put into commission. For the construction the newest and most quality materials were used, such as Italian granite, beautiful wall and floor glazed tile, glancing bathroom equipment, food block and additional lodgments: store rooms and pantries.

2004
The Foundation started to render assistance to Nusupbayev Kazakh Regional Boarding School No. 4. Over 300 children from large low-income Kazakh families of distant villages of Almaty region study and live in this school.

Experts made cost estimation of capital repair of the refectory, sponsors were involved. Time for work was very limited, and the work was carried out in three turns. The roof was completely demolished and the floor replaced; new doors and windows were fixed, division walls put and new communications installed. This colossal work was carried out within 1.5 months. The new refectory was presented to children by the beginning of the academic year.

2006
Construction of a new division for the smallest foster children of Zhanuya Complex (earlier boarding school No. 3), nursery school .

The whole wing of the building was completely reconstructed to meet needs of children. Bedrooms and playing rooms, shower rooms and lavatories: everything was made according to high-quality standards, taking into account the needs of little residents. New furniture and bathroom equipment were installed; curtains, carpets and a great heap of toys gave additional comfort. This object became the first project of such kind in the city, when a nursery school is established on the basis of a boarding school.

2009
Capital repair of a refectory complex in Kyzylorda Boarding School No. 1

A high-quality repair and construction works were carried out; all old lodgments of the complex were reconstructed completely beginning from the lounge and dining hall till the kitchen, store rooms and washing rooms. Kitchen equipment was changed, new furniture and bathroom equipment were purchased, and windows were decorated with snowy curtains. The painting of hall walls by professional artists specially invited from the south capital also was a pleasant distinction.

Capital repair of Mukan Tulebayev Music School in Almaty city
Taking into account the careful attitude of the Foundation to talented Kazakhstan youth and understanding the importance of creative and inward development of children, Saby decided to make a repair of the music school. The result of the repair and construction works in this authoritative educational institution was the possibility for pupils to carry out creative activities in comfortable rooms with warm radiators, smooth floor and ceilings, walls with sound insulation, large light windows.

2010
Repair of a refectory complex in Nusipbayev Kazakh Boarding School
The repair works were carried out in the refectory hall and festivities hall. The refectory, the walls of which were decorated with professional art painting, was converted into the wonderland of the Little Prince.
Funds were allocated to purchase necessary building materials for the repair of a nursery school and refectory in Zhanuya Special Compex.

2011 – 2013
Completion of scale construction works and commissioning of new modern building for Children’s Home State Institution in Kyzylorda

Kyzylorda city. Hard weather conditions, ecological disaster zone of Aral Sea, constant water deficiency and, as a consequence, low level of life and health of local population, especially children, induced the Foundation to direct special attention to this region.
Child Care Center, situated in the regional center at the address: 84, Baiseitov street, is one of the most dangerous social institutions of the city in technical condition. This building is a frame house built in 1956, which is unsafe and old. Walls, patched with clay, are thoroughly whitened by workers of the institution, but this does not save from regular leakages and fragmentary breakdowns. Numerously painted window frames cracked and do not protect against winter cold and summer heat. There is no any heating; the process of heating is carried out by a ramshackle boiler house by means of rusty and rotten tubes. Small children live in such difficult conditions; they start here their life full of hardships without any support of parents and relatives.
Having organized the inspection of the institution in 2009, Saby Charitable Foundation decided that repair of this old building was unreasonable and concluded that a new modern building for children shall be constructed. Orkendeu Project of new building construction for Child Care Center in Kyzylorda became the most ambitious, resource costly and expensive project; more than 300,000 KZT had been spent for its realization.
Notwithstanding the social significance of the object, the initiative of the Foundation was not accepted at once. Approbation of the government of Kyzylorda city and Health Administration was received only one year later. The Memorandum about Cooperation and Collaboration was concluded in August, 2010, according to which the administration separated a land parcel at the address: 84, Baiseitov street. Saby Foundation started the development of design and estimate documentation.
But four month later, when working drafts were almost ready, the administration of the city changed its decision and gave another land parcel for the construction at the address: w/o No. Beibarys street. This decision caused 100% alteration of design and estimate documentation including the realization of new geotechnical investigations. But problems still remained.
When carrying preparation and planning works, 3 communication pipelines were found out on site, which were not registered in the city schemes. Design and estimate documentation had to be altered for the third time, because the availability of pipes, including gas pipe of high pressure, required to change the siting of building to dozens of meters.
The procedure of state expertise of the project turned out to be difficult. Experts- pedants expressed a lot of critical notes. Besides, more than half of notes were simply sophisticated. It took 9 months to get a conclusion of the expert commission.
Now all difficulties left behind. Presently, finishing works are carried out. The object will be put into commission in January 2013. Landscape and shade gardening including tree, flowers and lawn grass planting, is planned to be carried out in spring.
The project of this building has no analogues among social institutions of Kazakhstan, beginning from design and architecture ending with equipment and landscaping. Even the problems of economy of budget means for the period of building exploitation were taken into account. The building is not typical; we built not a common house, but a house where we tried to create for children maximal comfort and homelike atmosphere. Design and estimate documentation stipulate the construction of 3 main brick buildings (2 buildings– two-storied, 1 building – single-storied) with total floor area of 1,717 square meters, independent heating module operating on 2 types of fuel, engineering and utility services rooms, big summer showrooms, playgrounds, selected recreation areas with landscaping and fountains, perimeter barrier from splitter blocks, laying of all communications, paved roads and sidewalks, area and perimeter lighting of the territory.
Interior decoration of the building was carried out taking into account all standards of Building Codes and Regulations and Sanitary Regulations and Standards using modern, quality and ecologically clean materials. Object equipping with necessary facilities, furniture and interior was carried out at the expense of Saby Foundation thanks to our dear philanthropists.
Moreover, the local center for children’s early development of M. Montessori system is stipulated in the new building. For this purpose special equipment and materials were purchased in Omsk, Russian Federation, as well as educational seminars for employees of the Child Care Center with a teacher of the Russian Association of Montessori were held.

So, this building is not just a new building, it is absolutely distinct new house built in accordance with the latest standards where children will start their life in warm, careful and harmonious atmosphere.

2013
A conceptual design of the cottage for Children Village was developed and approved by the Fund management
After its completion ‘Saby’ Fund will be ready to begin work on the development of design and estimate documentation (DED) immediately and to make further steps for implementation of the project

The project provides a two-level house with a total area of 406 sq.m. to stay 10-14 children of different ages and two tutors (‘mother’ and ‘aunt’, an educator assistant).
It is a modern comfortable house which complies with all applicable building codes and regulations of the Republic of Kazakhstan with the necessary residential and utility rooms equipped with high-quality functional furniture and technological equipment. The General Plan also provides for external infrastructure: children pavilions, playground and sports fields, household and maintenance buildings, green spaces.
Approximate time to perform all works from the signing of appropriate documents to the commissioning is 2 years.

2014
– In January in the scope of the Project ‘Orkendeu’ implementation of the Project on the building of the family type village for the orphan children and the children without parental care was started in Astana city. It’s considered that this village will become a home for 100-140 foster children; till the present moment the borders are marked on the perimeter of the allocated site, topographical and geological surveys are performed as well as all necessary documents on site are obtained in governmental bodies all the technical specifications from the relative service suppliers and architectural planning assignments are obtained, detailed design of children’s village is developed and approved by Urban Council of Astana city;
– December – the negotiations with Aktobe city local administration are initiated; the negotiation issue is the building of the social dormitory for the orphan children, leavers of special boarding schools.

2015-2016

– april 2015 – ‘Saby’ Charitable Foundation in scope of the Project ‘Orkendeu’ starts the building of a residential community in Aktobe city for the boarding schools’ graduates who have health disabilities.

This decision has been made on the basis of the data obtained due to the meetings and consultations with the agents of guardianship and wardship authority in Aktobe city as well as after the meeting with Akim of Aktobe city, Aktobe region who were sympathetic to endorse this initiative.

According to available information currently there is only one operating House for youth, which is the institution for the social adaptation of orphan children and for the children without parental care come to this House after graduating the regional boarding schools. This House is 1971 year built, it is obsolete and worn-out; it’s designated for 100 places but it is permanently overcrowded as children from all over the region come here. Besides the vacant places are deficit there is also a real problem for the boarding schools’ graduates with mental disabilities, need independent residence as they need more time for adaptation and permanent social-psychological support. It’s urgent need to build new building to provide the residence to such group of children.

According to socioeconomic project rationale there is proposition to build a range of 2-floor townhouses with total capacity 80 places; the ground floors of these houses will be designated for the wheelchair users’ accommodation. We are as well planning to build mini-shops to provide possibility of the labour adaptation to the educatees and also the possibility to work and become financially sufficient. Moreover building of gym, events hall and sports ground is also provisioned. All the objects will meet requirements of the currently valid regulatory documents of the Republic of Kazakhstan. The total area of buildings and facilities will amount approximately 6 000 sq.m.

‘Saby’ Charitable Foundation undertakes upon designing, building and complete equipping of the residential community as well the landscaping and general improvement of the territory. After all the works will have been completed and the object will be commissioned ‘Turnkey’, so the object is transferred to the ownership of regional akimat for it to provide the further financing and to support its operation.

– June 2015 -‘Saby’ Charitable Foundation goes on implementing the project of building of societal residence hall for the foster homes leavers in Aktobe city.

– August 2015 – all necessary agreements in supervisory and controlling authorities were obtained as well as entitling documents, land use design and site engineering and topography were performed;

– August 2015 – engineering and geological research was completed on the land parcel;

– October 2015 – all technical regulations from relevant authorities and Architectural and Planning Assignment were received;

– December 2015 – work on design estimate documentation was completed;

– May 2016 – positive conclusions of the complex independent expertise for the main design and estimate documentation of the project and the design and estimate documentation of external networks were received;

– May 2016 – the notice on the beginning of construction and installation work at the site was submitted to the State Architectural and Construction Supervision Authority;

-June 2016 – the work on the performance of primary structures and foundations already for 4 residential towers and office building are in progress;

-December 2016 – the construction and equipping of office building with mini-shops and 1 residential building for 16 apartments was fully completed.

2015-2016

“Saby” Charitable Foundation within the framework of “Orkendeu” project has started the construction of one more major project – Secondary school for 1200 places on the fixed land parcel located to the west from Akzhar village of Nauryzbai district of Almaty city.

This project is realized under the concluded agreement with the Akimat of Almaty city, according to which the Foundation undertakes to build a school upon the project provided by the Akimat at its own account, following which the Foundation will donate to the city the school on a free-of-charge basis.

By now, the design and estimate documentation on the state order is fully prepared. Favorable conclusion of the state expert appraisal was received.

According to the working project, the school building will be located on the land parcel of 3,0026 ha in area and will include ten two- and three-storey blocks with basement level, total area of buildings – 11 625 sq.m.

– September 2015 – “Saby” Charitable Foundation within the framework of “Orkendeu” project started construction one more large object- Secondary school for 1200 places on fixed land parcel, located to the west of Akzhar village of Nauryzbay district in Almaty city;

– November 2015 – all on-site pre-construction activities were finished, clearing of territory topsoil was carried out, perimeter fence was placed, technical regulations were received and temporary communications of required capacity were installed;

– December 2015 – ithe monolithic work on the foundations are started;

– June 2016 – All the works on the performance of primary structures and foundations were finished, the reinforcement and concreting of all the walls and floor slabs on all the floors for 10 blocks are performed

-December 2016 – concrete work on 10 units are completed, the masonry exterior walls and filling of openings is carried out, the finishing works are started.

Milestones:
The project is in force during 13 years, it spreads on 9 social institutions in 5 regions of the Republic of Kazakhstan, 7 objects are built and repaired, there are still construction works in 2 objects.

Valuable Contribution on the Independence Day On these December days Kazakhstan celebrates its most important public holiday – the 20th Anniversary of Independence. It seems as though all the Kazakhstani people united to show their best achievements, demonstrate their progress in various fields and spheres and share their plans for the future.

The “Saby” Charitable Foundation also has demonstrated its achievements, because, without any exaggeration, we have made a lot to be proud of. The “Saby” Charitable Foundation is basically engaged in social activity. And a special place is given to our Project – “Decent Life to Disabled people” which is covering almost 16 locations/settlements all over the Republic. Ant it is important to note that all the State Authorities of the Republic are representing this Project as the one having the republican status.

And on the Independence Day the “Saby” Charitable Foundation has made a significant contribution to the Program to support people with disabilities: two specially equipped “invataxies” were given both to Uralsk and Ekibastuz under the Project. There are the Transport Services to be operating in these two cities for the first time (with the assistance of Societies of the Disabled) to ensure trouble-free movement of people using wheelchairs. Moreover, Volkswagen Caddy was additionally transported to Taraz where there is also “Invataxi” Service operating for more than a year and a half.

People with disabilities are transported regardless of their membership in some or other organization, and is provided on the basis of those enquiries addressed to the Dispatcher Services (see contact telephones here). This service is provided free of charge in compliance with those regulations and limits existing in each the region of the Republic.

The dreams will come true! It became a good tradition when the “Saby” Charitable Foundation shares with the achievements made by its participants – winners of grants under the “Alem” Program. And this time we have something special to talk about.

The young and talented singers – Zhassulan Sydykov and Timur Aldybergenov with the support of the “Saby” Charitable Foundation have got a unique chance to sing at the Gala Concert “Independence – the Dream of my Nation” marking the 20th anniversary of the Independence of our Republic held on December 16 at the Central Stadium “Astana Arena”.

Those people attending the Gala Concert became the lucky ones who saw the great theatrical and digital performances covering the history of the Republic of Kazakhstan Independence. And one of the most spectacular performances there was a 3D-lit graphics imitating the launching of a spaceship accompanied with the song “Arman” performed by musical trio the two members of which were represented by Alem participants. This song is about “The Dream” that is alongside with the feelings of Alem Participants because their performance was broadcasted on all the central TV channels of the Republic that is the real chance to dream about!

Timur and Zhassulan will remember this concert forever mainly for its great performances, including the fact that the first voice of the musical trio was represented by Medet Chotabaev – a well-known Kazakh opera singer, a laureate of numerous International Competitions, a soloist of the Kazakh State Academic Opera and Ballet Theatre named after Abay; it is also important to note that this song “Arman” was written especially for this momentous event by a very talented musician, composer and arranger, and expert of the “Alem” Program – Renat Gaisin.

Once again we would like to congratulate all our people with this wonderful Independence Day and wish all of them to have their dreams to come true!

Hamilton helps breathe The “Saby” Charitable Foundation continues an activity on its “Medical Project” to provide Medical Institutions with equipment and medicine, to create favorable conditions for patients undergoing treatment in Medical Institutions, as well as to render medical assistance in case of emergency. Moreover, we have a great scope of works being performed including capital repairs of wards and game rooms, equipping of operating rooms, diagnostic and treatment departments. This Project covers about 14 Institutions of the Republic.

So, facing the New Year holidays, the Mangystau Oblast Infectious Hospital has received from the Foundation an Artificial Lung Ventilation Apparatus Hamilton-C2 made in Switzerland to be operated in the Resuscitation Department. And though the Hospital requested for ALV Apparatus for little children, we also took into consideration the Hospital specialization including the fact of treating both adults and children from all over the Region of the Republic. In this regard, the Foundation has made a decision to purchase both the Equipment and Completing Units necessary to be operated when treating patients of all ages.

It should be also noted that Hamilton-C2 can be used for newborn children of 0.5 kg. Hamilton-C2 will allow to reduce the events of infant mortality as a result of acute enteric infections and acute respiratory viral infections when providing emergency medical care.

Perpetual Charitable SMS Campaign “Give Life to Children”

Project Objective:
To raise funds for surgical operations and treatment at foreign hospitals of children suffering from diseases which cannot be cured in Kazakhstan.

Problem Definition:
Having started its activity in 2002, Saby Charitable Foundation faced the problem which is not often heard but which, as it had been revealed, exists in our country.
This is the problem of rendering high qualified and effective medical assistance to patients with diseases which, for some reason or other, cannot be cured in Kazakhstan. It turned out that such people are not just few. A great percentage among them is children. Many people cannot afford expensive treatment abroad. State quotas exist but not all can receive them, often you have to wait for your turn several years losing your precious time and sometimes even your life.
Parents are rushing about incapable to help their dying children. They sell all they have: flats, cars, furniture. But even such victims are insufficient to make an operation or take a complete course of treatment at an overseas hospital. It is good if families have what to sell, because hard life situations often occur to people from economically disadvantaged families.

Ways of Solution:
The Foundation has always been responding to severe cases of hopeless parents. There were times we had to raise money from our acquaintances, friends and relatives to find a required sum in a short term. Having thoroughly analyzed the situation, Saby came to a decision to form a permanent fund and to search for a resource of its refilling thanks to which aid to people in need could be scheduled and hasteless, taking into account the sequence of petitions and urgency of surgical or another intervention.

Project History and Realization Plan:
In February 2007, Saby Charitable Foundation united with Mercy Volunteer Society (DOM) Foundation to realize this idea. Jointly they developed the Project ‘Give Life to Children’ to raise funds from citizens using mobile phones and wishing to give aid by means of SMS messages.

A colossal work was carried out with the personal participation of the President of Saby Foundation Assel Tasmagambetova. For the first time, two main competitive telecommunication companies such as Cartel, representing Beeline and K-Mobile trademarks, and GSM Kazakhstan Kazakhtelecom JSC, representing K-Cell trademark, united to create the unified short SMS number 8099, to which a message can be send, and after that money in the amount of 280 tenge will be transferred from the sender’s balance to the specially opened operating account of the Campaign.

It was the first campaign of such kind in Kazakhstan, and it attracted much attention. Tens of thousands of Kazakhstan people unanimously responded to this appeal for help. For 6 years already, the interest to the Campaign ‘Give Life to Children’ has not been decreasing either from the part of mass media or from the part of society. Unfortunately, the number of children with diseases which cannot be cured in our country is still large. But happily, a generous man will prosper.

INTERMEDIATE PROJECT REALIZATION RESULTS AS OF JANUARY 1, 2017:

Milestones:
The Project has been existing for 9 years, all cities of Kazakhstan have been involved, the total amount of fees on December 20, 2016 amounted to 2 216 378 454 KZT, 1447 children from different cities and regions of the Republic of Kazakhstan received aid.

News about the construction of a Children’s Orphanage

News about the construction of a Children’s Orphanage Works under the “Saby” Foundation’s project of construction of a new building for the Kyzylorda Children’s Orphanage are continuing. At the present time our specialists are carrying out numerous coordination activities and expertises of design and estimate documentation with various state agencies – this is a complex of permissive measures that are necessary for the cob of a building and laying of external communications thereto.

Funds received for the project implementation are accumulated on the account and are allocated to the performance of construction works as well as for the procurement of internal equipment and development of the external infrastructure.

We thank everybody who has responded to our request to help small children living in a social institution. Large Kazakhstan and foreign companies and individuals, who have wished to help 60 orphan children in the construction of a new, safe and comfortable house, deserve, of course, the most sincere words of gratitude!
