Children’s villages of family type in Astana

Nowadays in Kazakhstan there has been a steady tendency towards the reduction in the amount of children-orphans and children deprived of parental care. It results from the general growth of people’s welfare, increase of allowances for guardians and trustees, improvement of laws on adoption.
The number of inmates of orphanages and baby houses is constantly decreasing. It is pleasant to observe the statistical figures showing that practically all children’s social institutions are not overcrowded as formerly but, on the contrary, are near-empty. In many regions, the issue of orphanages merger and reorganization is raised.
The same statistics is true for the capital city. The latest data provided by the Astana Administration of Education show that 163 children live in Kazakhstan state establishment Children’s Home with the capacity of 250 people. SOS Children’s Village Astana is meant for 91 children but only 67 children live in it.
So, the construction of Children’s Village of the family type for 100-140 children in Astana planned by Saby Foundation became inexpedient. In this connection, the administration of the Foundation took the decision to terminate the Memorandum with Astana Akimat and stop all works.
Certainly, it is impossible to return all the funds expended for preparation and legalization of documentation on the land plot, geological survey and topography, design of project, which is completely ready for the expertise, and other works. But taking into account the reason for project termination, and namely, that the children, for whom the construction has been planned, will live in real families with loving parents, we are not disappointed but, on the contrary, are glad with this fact.
As for the funds provided by the sponsors for the construction of the Children’s Village, they will be used for the implementation of another project – construction of the Social hostel for the orphanage leavers with health disorders in the city of Aktobe.

The works under the project of “Children Village of Family Type in Astana city” are continued.

The borders of the land parcel for construction, presented by the city, have been defined and marked along the perimeter.

All necessary technical specifications from corresponding service providers have been received.

The sketch of the object has been prepared, which was approved of the city-planning council of Astana. Simple and convenient solutions for comfortable living of orphan children and children without parental care are used in the project.

We have already informed that a land parcel was allotted for Saby Foundation in Astana city for the construction of children village of family type for orphan children and children left without parental care. Now our colleague prepares necessary documents for the land parcel.

Besides, it is necessary to solve many tasks on the stage of planning and preparation to the construction. One of the tasks is the engineering, geodesic and geological investigations on the land parcel. At the present time this work has been done. All information received in the result of topographical survey and soil exploration is extremely necessary for the development of design and estimate documentation which will become the next step in the project.
