The “Youth” project of “Saby” Charitable Foundation, launched five years ago as a pilot project, has announced the results.

The boarding school leavers of Almaty city, for one reason or another not passed the selection to the state program of provision of housing for orphan children, were not left without a roof over their heads and thanks to “Saby” Foundation received their chance to acquire flats on preferable terms. In fact, the conditions of our project are more than available. The participants should have confirmed their university degree and labour experience not less than a year, as well as had excellent employment reference letters and letters of recommendation from social institutions, where they lived at that point in time.

Then the Foundation paid to the Housing Construction Savings Bank of Kazakhstan the initial contribution in the amount of 50% from the cost of a flat in Almaty and the remaining sum was provided by the bank at a low rate 5.6%.

Therefore, all participants of the “Youth” project received their own housing. Most of them have already moved in and had housewarming parties, some participants expect to receive the keys from precious flats in the nearest time.

Housing question, which complicates lives of boarding school leavers, is successfully resolved within the framework of the “Youth” Project of Saby Charitable Foundation.

Certainly, we cannot boast a wide-scale distribution of flats to all people in need. Our foundation renders assistance only to those children, who, for reasons beyond control, did not meet the requirements of the state program of housing provision for orphan children.

The “Youth” project is a pilot project and makes strict requirements for the applicants. In addition, the project gives a chance to almost desperate people to acquire their own house.

To the present time, 8 out of 9 participants of the project have become the possessors of desired square meters thanks to the established cooperation between Saby, Zhilstroysberbank of Kazakhstan and Almaty boarding school leavers.

During the summer and autumn of this year, as many as three members of the “Youth” Project became owners of their apartments after all the necessary legal procedures for its legalization.

Two guys have obtained the desired square meters in new buildings thanks to participation in the pools on formation and distribution of apartments through JSC “Zhilstroysberbank of Kazakhstan”. Another guy bought a two-bedroom apartment on the secondary market.

The “Youth” Project of the “Saby” Charitable Foundation exists since 2011, it gives the possibility for graduates of the Almaty’s orphanages to buy apartments on preferential terms.

The “Youth” project of Saby Foundation makes a great contribution in the process of social adaptation of orphaned children of the South capital by offering the opportunity to acquire owner-occupied dwelling on favourable conditions for those who cannot count upon state programs for a number of reasons.

The former of an Almaty boarding school leaver became the next participant of the project. Not passed the contest of dwelling distribution because of her age (she is already 30 years old), she almost despaired.

For all that she “chose her lucky ticket” and, thanks to the primary contribution in the amount of 50% of the cost of one-roomed flat paid by our Foundation, she will soon become the possessor of her own dwelling.

Recently we have been to a housewarming party at the former pupil of one of Almaty orphan homes, being now a participant of the ‘Youth’ project of ‘Saby Foundation’. The girl acquired an apartment within a pool of Zhilstroysberbank. Her spacious one-room apartment is located in a new building in Alatau district of Almaty.

This became possible due to initial contribution of 20,000 USD transferred to the bank by our Foundation within the abovementioned project. Very soon its next participants will cross the threshold of their own homes.

New housewarming is almost on the doorstep.

Three years ago our charitable foundation covered the question of the trilateral agreement conclusion between Saby, “Zhilstroysberbank” JSC and the first participants of the “Youth” pilot project.

To the present day we are quite pleased with the results: four participants have become the possessors of their own flats, moreover, three of them received the flats according to the pool of Zhilstoysberbank in a house under construction in one of the new districts of Almaty city. In the nearest future the house is put in commission and the succession of housewarmings will not keep waiting.

One of the participants acquired ready flat and invited us to share with her joy. We accepted the invitation with pleasure and visited the happy possessor of precious meters. Very soon other participants will join the final straight on the way to their sacred dream – own roof over their heads.

We would like to share with you by excellent news – the first participant of “Youth” pilot project celebrated her first housewarming! At the end of March the former foster-daughter of one of Almaty boarding schools became the possessor of a two-room flat in new building.

Such event became possible thanks to the conditions of the project developed by our Foundation, within the frameworks of which, agreements about housing construction savings between graduates of boarding schools, Saby Foundation and “Zhilstroysberbank of Kazakhstan” JSC are concluded. The foundation in the quality of a charitable assistance make the first payment to the Bank in the amount of 50% of the cost of one-room flat, then the graduates of boarding schools make savings individually during 3 years. Depending on the final amount they choose flat and on the lacking amount they make loans in the bank. The size of a loan is not large and is discharged without especial difficulties.

Thanks to the clearly developed system participants of the project study to plan their budget and distribute their expenses in the right way. It is evident that the results are successful. And our “first swallow”, who aspired to make her own nest, has achieved her dream finally. We wish our “first swallow” great happiness and successes in her independent life!

“Affordable Housing-2020” Scale State Program of House Construction started in Kazakhstan in 2012. One of the operators of its realization was Zhilstroysberbank Kazakhstan JSC, which is the partner of Saby Foundation on Youth Project started in 2011 for graduates from boarding schools of Almaty city.

Housing program became a perfect possibility for young people of the project, being the depositors of the bank and having 50 % from the cost of one-roomed flat on their accounts, which Saby Foundation transferred as an initial installment, they have the right to participate in pools of housing distribution in building houses of Alatau district of Almaty city.

As we had written earlier, two persons used this chance and in the short time they will become the possessors of new, spacious apartments at favourable prices. Recently two more persons joined them, who were among the lucky and passed previous selective banking tours and will have house-warming next year.

It is delightedly to see the first results of this pilot project for all employees of Saby Foundation. Indeed, the possession of your own housing for orphaned children is the most sacred and long-awaited dream.

Good news: some our guys from the “Youth” Project, being depositors of “Zhilstroisberbank Kazakhstan” JSC, applied for participation in the pool for allotment of flats in the new perspective district of Almaty and found themselves among the 90 lucky men who was given a unique opportunity to become owners of precious square metres “finally finished” in the next year already.

Owing to high marks gained in the “pursuit for flats”, two former inmates at a children’s home managed to bypass more than 220 applicants. Naturally, such luck would not be real if it were not for support of our Fund; as the initial contribution in the amount of 20 000 USD that Saby made for the deposit account of every recipient increased their chances of victory and brought the guys nearer to the long-desired dream.

We hope that construction of the block of flats will be finished in time, and after its commissioning the participants of the “Youth” project will organise housewarming party in their own flats.

In Kazakhstan, according to the statistics, the quantity of school leavers, who graduated boarding schools and need dwelling, comprises approximately 12 thousands. The majority of children are from Almaty, where the cost of square meters makes the dream about their own house unrealizable. There are a great number of cases when young people, having left boarding schools, are stayed in the street. Orphans, trying to escape from long-term solitude, early settle down to married life and bear children, but without dwelling they often lose tutorship of their own children giving rise to the repeated cycle of orphanage.

Saby Charitable Foundation starting ‘Youth’ Pilot Project, developed special effective scheme which allows children to get long-expected flats on a preferential basis. Certainly, it is impossible to solve the problem of state scale, but to give chance of happy life to several children at least – is a good action already.

There are many volunteers, but the selection is serious. Graduates from boarding schools, orphans older than 23, with higher education, having constant work, leading active social life, having best recommendations from employers and administrations of social institutions where they were raised can participate in this project.

This year the range of lucky persons will be supplemented by two more persons. We do not know who will be lucky person that is why we wish success to all participants!
