Terms of Application Forms Filling and Their Considering in Saby Foundation

Application forms for the participation in ‘Sport’ , ‘Orkendeu’ and ‘Decent Life for Disabled Persons’ Projects are accepted this year for the following year. Considering of application forms and budget approval for the following year will be carried out in November of this year. Realization of application forms (in case of their approval) will be carried out in the following year.

Acceptance of application forms for the participation in ‘Educational’ Project will be carried out in April of this year. Considering of application forms and approval of the list of participants will be carried out in May of this year. Payment for educational grants is carried out each semester beginning August of this year (in case of successful university entrance).

Acceptance of application forms for the participation in ‘Alem’ Program is carried out all this year through. Considering of application forms and approval of the list of participants is carried out during one month after receiving of application form. In case of awarding of educational grants the payment is made each semester beginning August of this year (in case of successful university entrance).

Application forms for the participation in ‘Medical’ Project are accepted all this year through. Considering of application forms and decision making about realization is carried out during 2 weeks after their receiving. In case of positive decision the terms of realization of each application form depend on its emergency, desired expenditures and availability of necessary money means on the current account.

Application forms for the participation in ‘Youth’ Project are accepted in May of this year. Considering of application forms and approval of the list of participants will be held in June of this year. Conclusion of agreements will be effected in July of this year.

CHARITY AUCTION SUPPORTED BY CHRISTIE’S AUCTION HOUSE
“NOMAD’s WAY”

Ernest Hemingway said: “The person subduing his spirit is stronger the one conquering cities”.

How hard it was not to tell, not to divulge to the whole world about the event which by its scale has all reasons to become a 2012 event and even not Kazakhstan but Kazakhstan-American. But the founder and president of Saby Charitable Foundation Aselle Tasmagambetova always makes a continuous pause between a fact occurred and its lighting, in order to confidently tell about them after having been reassured by results.

The effect from the social and cultural campaign Nomad’s Way, which took place from February 13 to February 17, 2012 in New York and whose ideological father, organizer and sponsor was Saby Foundation, is already clear and we can proudly tell about it.

Nomad’s Way

During triumphal 2012 Olympic Games, the World Wide Web burst with numerous search requests for the word “Kazakhstan”. The West knows little about our country associating it, first of all, with a vast territory, oil and gas. But besides mineral resources and virgin corners of wild nature, we have other things to present to the world. Our country is unique. It is young, being independent for only 20 years but, at the same time, the art of Kazakh ancestors has a deep history. Not every modern person from Kazakhstan knows this part of national ethnos, let alone overseas connoisseurs.

Saby Foundation set a goal to present to the world a rich historic heritage and uniqueness of Kazakhstan, to show the possibility of successful integration of the East and West by the example of our country, where paths of many civilizations, which made possible the cultural cross-fertilization of peoples and nations, mingled in complex interlacement.

As a mean for the realization of these purposes Nomad’s Way project, which included two stages, was designed: the exhibition of antique Kazakh jewelry held in Christie’s Auction House and the charitable auction organized in the building of New York Public Library. And where else is it possible to realize such high ideas if not here, in New York, the world center and integration cradle.

The jewelry collection of the nomad period, carefully made by Imangali Tasmagambetov and currently occupying an honorable place at the State Museum of Kazakhstan, was exhibited abroad for the first time. It became a real discovery for the American public. Thousands of visitors, amateurs and professionals revealed with surprise the culture of Central Asia. Nomad way of life left a mark on a spectrum of cultural development of our people. We cannot boast with architectural masterpieces or ancient writings but it is impressive how our ancients, who in fact did not have any constant settlements, reached such a high level in applied arts. The jewelry created mainly for the decoration of women’s suits astound by their creative ideas and multiplicate technologies. Works of ancient nomad masters are unique not only because of their historic value but because of the fullness of symbolism – each detail, each line of a piece of work carries a definite meaning.

Inspired by antique masterpieces, the world-famous jewelry houses of Europe and America – Avakian, de Grisogono, Jacob & Co, Chopard, Chatila have made especially for Saby Foundation the unique adornments created in accordance with the best traditions of Kazakh people. The unrivaled masters of the current jewelry art have made unparalleled products, using in their works features of old specimens, archaeological evidences, ancient petroglyphs, interweaving inexplicably the wealth of historical heritage of the great nation and recognizable personal mastery of contemporary artists.

These adornments were presented as lots at the charity auction, which was immediately called a “grand event” and “discovery of Kazakhstan” by the mass media. It does not surprise as the whole world of New York bohemia gathered in NYPL, a symbolic if not iconic place frontage of which during the whole evening was decorated by Kazakh national ornaments with glowing deep blue and gold luminescence. The event guests were well-known businessmen and politicians, world artists, showmen and society lions, such as Keith Rubinstein and Mike Zoi, Igor Krutoi and Nikolai Baskov, Michelle Rodriguez and Somers Farkas. The concert program included Robin Thicke, Craig David and Raquel Castro. The actress, mega star and triple Oscar nominee Sigourney Weaver willingly agreed to host the evening. The event was supported by the Permanent Mission of the Republic of Kazakhstan under UNO in New York, with personal commitment of the permanent representative Birganym Aitimova who rendered invaluable assistance and contribution. It is symbolic that cultural event held in such high level was timed to the 20th anniversary of the Independence of the Republic of Kazakhstan.

Participants of the auction showed a philanthropic activity taking an interest not only in jewelry lots but also in the works of contemporary Kazakhstan masters, whose fame spread outside our country a long time ago. The attention of connoisseurs was attracted by an exquisite workmanship, complicated technique and tangible spirituality based on myths and legends of the ancient nomads mysteriously mingled by artists in graphics, photos and sculptures. As a result of the auction, the sum in the amount of about 1 million US dollars was raised. All funds were directed for the realization of charitable projects held by Saby Charitable Foundation. Among them, the special place is taken by the Alem Young Talents Support Program which became the main beneficiary of the auction.

The Alem Program is designed for talented and promising young people from Kazakhstan backblocks with the objective to create economic and organizational conditions for their intellectual and creative development, life establishing and social self-realization. The program is to provide children and young people with the equal possibilities to realize their potentials independently of their place of residence. Talents should not be ‘buried’ only because a person with talents lives in a distant village, little town, far away from the so-called ‘civilized’ world. Within the framework of this program every child or young person from any backblock can send to the Foundation a letter with his/her résumé or post it on the specially created website – www.alemthebig.kz, where all inquires are received and considered. The talents and skills of an applicant are estimated by distinguished specialists in different fields of culture, art, science, technique, sport, etc. Summaries of the high professionals allow to find really talented people for whom the Foundation makes all possible to develop their best qualities and to correctly direct them to the future. Saby Charitable Foundation provides those having really unique talents with educational grants in special institutions, allows to take part in competitions, contests, exhibitions and others, offers trainings in leading companies and enterprises.

After holding the Nomad’s Way campaign, over 500 inquiries were sent to the Foundation. After the serious selection, grants were conferred to 27 persons. The work continues and we wait for new talented and brave applicants ready to work hard and achieve high goals. And we will help you. Saby Charitable Foundation
Saby Charitable Foundation has been operating since 2002 having become one of the first foundations in the charitable movement of Kazakhstan. The field of activity of the Foundation can be guessed by its name, the translation of which from the Kazakh language means ‘baby’. Therefore, the main activity covers health of children and their physical development, spirituality and availability of education. Paying attention to the most vulnerable groups of society, Saby Charitable Foundation renders assistance to orphaned children and children left without parental care, talented children from socially unprotected families, people with limited capacities.

History
The experience in the organization of charitable auctions held by Saby Charitable Foundation began in 2008 when, in October, a charitable auction and the exhibition of creative works of Kazakhstan masters were held in London in the world’s most honorable and prestigious auction house Christie’s. This event became significant not only for the Foundation but for the whole Kazakhstan because it opened to the world one of the constituent of the country’s culture: modern art of Kazakhstan. Guests of the event showed a great interest to the presented lots thanks to which the sum in the amount of 1,000,000 US dollars was raised. All funds were directed for the purchase of specialized cars equipped with hydraulic elevators for wheelchairs which were donated to the societies of disabled people of Kazakhstan cities with aiming to organize Invataxi highway transport service which renders free transport services to people with limited capacities. The ‘Decent Life for Disabled People’ Project initiated so successfully still has its continuation. By now, 52 cars have been purchased and delivered to 16 cities of the country, in each of which Invataxi service started to work.

February charitable auction in New York became the second in the history of Saby Charitable Foundation. Its unconditional success once again confirmed that the selected direction of the activity and work methods of the Foundation is right.

BUILDING PROJECT “ORKENDEU”

Provider and Executor of the Project:
Saby Private Charitable Foundation Non-Profit Organization

Objective:
Improvement of living conditions at children social institutions of the Republic of Kazakhstan including hospitals, boarding schools, children’s communities by carrying out works on buildings construction, capital repairs, reconstructions and housing equipment.

Terms of Realization:

Problem Definition:
The amount of budgetary financing of ensuring activity of social significant facilities both medical and educational increases every year. State programs to develop fields are worked out.
Capital repairs of schools, hospitals, boarding schools are carried out; new buildings for the existing objects are constructed. The improvements are evident almost in every institution.
However, we should not underestimate the role of private sector capital in this field. Because the prompt reply to the critical needs of social institutions could be far more effective from the part of commercial structures and non-profit organizations due to the absence of the necessity to undergo long procedures of state purchases.
For many years, Saby Charitable Foundation has been effectively carrying out the work on improvement of living conditions at children social institutions of the Republic of Kazakhstan. Beginning from 2003, 8 objects of 8 institutions in 3 regions of Kazakhstan have been constructed and repaired. Currently, scale work on the construction of a new modern building for the Child Care Center in Kyzylorda city is carried out, where orphaned children live from their birth till 3 years old. The existing old building was declared by a traveling commission from Almaty to be wrecked and not reparable. The Project was developed by the order of Saby, taking into account all new construction requirements and technologies.

History of the Project:

2003
Construction of a new refectory complex for foster children of Boarding School No. 3 at Begalin street, Almaty city.

After the examination of the existing refectory condition and the possibility of its repair and arrangement, a conclusion that it is necessary to construct a new separate building complex was made. The administration decided to reconstruct the old abandoned barrack without floor, windows and doors. 5 months later, the object was put into commission. For the construction the newest and most quality materials were used, such as Italian granite, beautiful wall and floor glazed tile, glancing bathroom equipment, food block and additional lodgments: store rooms and pantries.

2004
The Foundation started to render assistance to Nusupbayev Kazakh Regional Boarding School No. 4. Over 300 children from large low-income Kazakh families of distant villages of Almaty region study and live in this school.

Experts made cost estimation of capital repair of the refectory, sponsors were involved. Time for work was very limited, and the work was carried out in three turns. The roof was completely demolished and the floor replaced; new doors and windows were fixed, division walls put and new communications installed. This colossal work was carried out within 1.5 months. The new refectory was presented to children by the beginning of the academic year.

2006
Construction of a new division for the smallest foster children of Zhanuya Complex (earlier boarding school No. 3), nursery school .

The whole wing of the building was completely reconstructed to meet needs of children. Bedrooms and playing rooms, shower rooms and lavatories: everything was made according to high-quality standards, taking into account the needs of little residents. New furniture and bathroom equipment were installed; curtains, carpets and a great heap of toys gave additional comfort. This object became the first project of such kind in the city, when a nursery school is established on the basis of a boarding school.

2009
Capital repair of a refectory complex in Kyzylorda Boarding School No. 1

A high-quality repair and construction works were carried out; all old lodgments of the complex were reconstructed completely beginning from the lounge and dining hall till the kitchen, store rooms and washing rooms. Kitchen equipment was changed, new furniture and bathroom equipment were purchased, and windows were decorated with snowy curtains. The painting of hall walls by professional artists specially invited from the south capital also was a pleasant distinction.

Capital repair of Mukan Tulebayev Music School in Almaty city
Taking into account the careful attitude of the Foundation to talented Kazakhstan youth and understanding the importance of creative and inward development of children, Saby decided to make a repair of the music school. The result of the repair and construction works in this authoritative educational institution was the possibility for pupils to carry out creative activities in comfortable rooms with warm radiators, smooth floor and ceilings, walls with sound insulation, large light windows.

2010
Repair of a refectory complex in Nusipbayev Kazakh Boarding School
The repair works were carried out in the refectory hall and festivities hall. The refectory, the walls of which were decorated with professional art painting, was converted into the wonderland of the Little Prince.
Funds were allocated to purchase necessary building materials for the repair of a nursery school and refectory in Zhanuya Special Compex.

2011 – 2013
Completion of scale construction works and commissioning of new modern building for Children’s Home State Institution in Kyzylorda

Kyzylorda city. Hard weather conditions, ecological disaster zone of Aral Sea, constant water deficiency and, as a consequence, low level of life and health of local population, especially children, induced the Foundation to direct special attention to this region.
Child Care Center, situated in the regional center at the address: 84, Baiseitov street, is one of the most dangerous social institutions of the city in technical condition. This building is a frame house built in 1956, which is unsafe and old. Walls, patched with clay, are thoroughly whitened by workers of the institution, but this does not save from regular leakages and fragmentary breakdowns. Numerously painted window frames cracked and do not protect against winter cold and summer heat. There is no any heating; the process of heating is carried out by a ramshackle boiler house by means of rusty and rotten tubes. Small children live in such difficult conditions; they start here their life full of hardships without any support of parents and relatives.
Having organized the inspection of the institution in 2009, Saby Charitable Foundation decided that repair of this old building was unreasonable and concluded that a new modern building for children shall be constructed. Orkendeu Project of new building construction for Child Care Center in Kyzylorda became the most ambitious, resource costly and expensive project; more than 300,000 KZT had been spent for its realization.
Notwithstanding the social significance of the object, the initiative of the Foundation was not accepted at once. Approbation of the government of Kyzylorda city and Health Administration was received only one year later. The Memorandum about Cooperation and Collaboration was concluded in August, 2010, according to which the administration separated a land parcel at the address: 84, Baiseitov street. Saby Foundation started the development of design and estimate documentation.
But four month later, when working drafts were almost ready, the administration of the city changed its decision and gave another land parcel for the construction at the address: w/o No. Beibarys street. This decision caused 100% alteration of design and estimate documentation including the realization of new geotechnical investigations. But problems still remained.
When carrying preparation and planning works, 3 communication pipelines were found out on site, which were not registered in the city schemes. Design and estimate documentation had to be altered for the third time, because the availability of pipes, including gas pipe of high pressure, required to change the siting of building to dozens of meters.
The procedure of state expertise of the project turned out to be difficult. Experts- pedants expressed a lot of critical notes. Besides, more than half of notes were simply sophisticated. It took 9 months to get a conclusion of the expert commission.
Now all difficulties left behind. Presently, finishing works are carried out. The object will be put into commission in January 2013. Landscape and shade gardening including tree, flowers and lawn grass planting, is planned to be carried out in spring.
The project of this building has no analogues among social institutions of Kazakhstan, beginning from design and architecture ending with equipment and landscaping. Even the problems of economy of budget means for the period of building exploitation were taken into account. The building is not typical; we built not a common house, but a house where we tried to create for children maximal comfort and homelike atmosphere. Design and estimate documentation stipulate the construction of 3 main brick buildings (2 buildings– two-storied, 1 building – single-storied) with total floor area of 1,717 square meters, independent heating module operating on 2 types of fuel, engineering and utility services rooms, big summer showrooms, playgrounds, selected recreation areas with landscaping and fountains, perimeter barrier from splitter blocks, laying of all communications, paved roads and sidewalks, area and perimeter lighting of the territory.
Interior decoration of the building was carried out taking into account all standards of Building Codes and Regulations and Sanitary Regulations and Standards using modern, quality and ecologically clean materials. Object equipping with necessary facilities, furniture and interior was carried out at the expense of Saby Foundation thanks to our dear philanthropists.
Moreover, the local center for children’s early development of M. Montessori system is stipulated in the new building. For this purpose special equipment and materials were purchased in Omsk, Russian Federation, as well as educational seminars for employees of the Child Care Center with a teacher of the Russian Association of Montessori were held.

So, this building is not just a new building, it is absolutely distinct new house built in accordance with the latest standards where children will start their life in warm, careful and harmonious atmosphere.

2013
A conceptual design of the cottage for Children Village was developed and approved by the Fund management
After its completion ‘Saby’ Fund will be ready to begin work on the development of design and estimate documentation (DED) immediately and to make further steps for implementation of the project

The project provides a two-level house with a total area of 406 sq.m. to stay 10-14 children of different ages and two tutors (‘mother’ and ‘aunt’, an educator assistant).
It is a modern comfortable house which complies with all applicable building codes and regulations of the Republic of Kazakhstan with the necessary residential and utility rooms equipped with high-quality functional furniture and technological equipment. The General Plan also provides for external infrastructure: children pavilions, playground and sports fields, household and maintenance buildings, green spaces.
Approximate time to perform all works from the signing of appropriate documents to the commissioning is 2 years.

2014
– In January in the scope of the Project ‘Orkendeu’ implementation of the Project on the building of the family type village for the orphan children and the children without parental care was started in Astana city. It’s considered that this village will become a home for 100-140 foster children; till the present moment the borders are marked on the perimeter of the allocated site, topographical and geological surveys are performed as well as all necessary documents on site are obtained in governmental bodies all the technical specifications from the relative service suppliers and architectural planning assignments are obtained, detailed design of children’s village is developed and approved by Urban Council of Astana city;
– December – the negotiations with Aktobe city local administration are initiated; the negotiation issue is the building of the social dormitory for the orphan children, leavers of special boarding schools.

2015-2016

– april 2015 – ‘Saby’ Charitable Foundation in scope of the Project ‘Orkendeu’ starts the building of a residential community in Aktobe city for the boarding schools’ graduates who have health disabilities.

This decision has been made on the basis of the data obtained due to the meetings and consultations with the agents of guardianship and wardship authority in Aktobe city as well as after the meeting with Akim of Aktobe city, Aktobe region who were sympathetic to endorse this initiative.

According to available information currently there is only one operating House for youth, which is the institution for the social adaptation of orphan children and for the children without parental care come to this House after graduating the regional boarding schools. This House is 1971 year built, it is obsolete and worn-out; it’s designated for 100 places but it is permanently overcrowded as children from all over the region come here. Besides the vacant places are deficit there is also a real problem for the boarding schools’ graduates with mental disabilities, need independent residence as they need more time for adaptation and permanent social-psychological support. It’s urgent need to build new building to provide the residence to such group of children.

According to socioeconomic project rationale there is proposition to build a range of 2-floor townhouses with total capacity 80 places; the ground floors of these houses will be designated for the wheelchair users’ accommodation. We are as well planning to build mini-shops to provide possibility of the labour adaptation to the educatees and also the possibility to work and become financially sufficient. Moreover building of gym, events hall and sports ground is also provisioned. All the objects will meet requirements of the currently valid regulatory documents of the Republic of Kazakhstan. The total area of buildings and facilities will amount approximately 6 000 sq.m.

‘Saby’ Charitable Foundation undertakes upon designing, building and complete equipping of the residential community as well the landscaping and general improvement of the territory. After all the works will have been completed and the object will be commissioned ‘Turnkey’, so the object is transferred to the ownership of regional akimat for it to provide the further financing and to support its operation.

– June 2015 -‘Saby’ Charitable Foundation goes on implementing the project of building of societal residence hall for the foster homes leavers in Aktobe city.

– August 2015 – all necessary agreements in supervisory and controlling authorities were obtained as well as entitling documents, land use design and site engineering and topography were performed;

– August 2015 – engineering and geological research was completed on the land parcel;

– October 2015 – all technical regulations from relevant authorities and Architectural and Planning Assignment were received;

– December 2015 – work on design estimate documentation was completed;

– May 2016 – positive conclusions of the complex independent expertise for the main design and estimate documentation of the project and the design and estimate documentation of external networks were received;

– May 2016 – the notice on the beginning of construction and installation work at the site was submitted to the State Architectural and Construction Supervision Authority;

-June 2016 – the work on the performance of primary structures and foundations already for 4 residential towers and office building are in progress;

-December 2016 – the construction and equipping of office building with mini-shops and 1 residential building for 16 apartments was fully completed.

2015-2016

“Saby” Charitable Foundation within the framework of “Orkendeu” project has started the construction of one more major project – Secondary school for 1200 places on the fixed land parcel located to the west from Akzhar village of Nauryzbai district of Almaty city.

This project is realized under the concluded agreement with the Akimat of Almaty city, according to which the Foundation undertakes to build a school upon the project provided by the Akimat at its own account, following which the Foundation will donate to the city the school on a free-of-charge basis.

By now, the design and estimate documentation on the state order is fully prepared. Favorable conclusion of the state expert appraisal was received.

According to the working project, the school building will be located on the land parcel of 3,0026 ha in area and will include ten two- and three-storey blocks with basement level, total area of buildings – 11 625 sq.m.

– September 2015 – “Saby” Charitable Foundation within the framework of “Orkendeu” project started construction one more large object- Secondary school for 1200 places on fixed land parcel, located to the west of Akzhar village of Nauryzbay district in Almaty city;

– November 2015 – all on-site pre-construction activities were finished, clearing of territory topsoil was carried out, perimeter fence was placed, technical regulations were received and temporary communications of required capacity were installed;

– December 2015 – ithe monolithic work on the foundations are started;

– June 2016 – All the works on the performance of primary structures and foundations were finished, the reinforcement and concreting of all the walls and floor slabs on all the floors for 10 blocks are performed

-December 2016 – concrete work on 10 units are completed, the masonry exterior walls and filling of openings is carried out, the finishing works are started.

Milestones:
The project is in force during 13 years, it spreads on 9 social institutions in 5 regions of the Republic of Kazakhstan, 7 objects are built and repaired, there are still construction works in 2 objects.

DECENT LIFE FOR DISABLED PEOPLE

Project Mission:
To raise the level of self-realization of people with limited capacities, to create decent life conditions for them, to organize unobstructed access to objects of social infrastructure, to create conditions for rehabilitation and integration of disabled people into society.

Main Project Objectives:
1. To provide free access for all needed people to objects of social infrastructure and to significantly improve their life quality by organizing Invataxi special car parks for rendering free transport services to people having special moving difficulties, first of all to wheelchair persons. Equipped with special lifting appliances, such cars make possible for a wheelchair person to get into the passenger compartment without much effort and the need to change seats;
2. To provide people with difficulties in moving with the possibility to activate and integrate into society. The ability to move will allow people with limited capacities to actively participate in social life including the possibility to work. Special attention should be given to children, who can attend schools, developing centers and cultural events;
3. To form adequate mindset of citizens of Kazakhstan regarding problems of people with limited capacities.

Problem Definition
Do we see in our day-to-day life people with limited capacities and people in wheelchairs in the streets? Very rarely. But this fact does not mean that the number of such people is little. About 40,000 people with limited capacities live in Almaty including over 2,000 children. If a healthy person managing personal problems can use a car, taxi or public transport, for a disabled person, having problems with musculoskeletal system, this type of moving is impossible. It is connected both with a high cost of a trip and the difficulty in the loading of a wheelchair. In connection with such enforced confinement within the walls of their own houses, disabled people cannot go out to places common for ordinary people such as a shop, hospital, bank let alone a theatre, cinema and museum. Also they are deprived of the possibility to work and study, to take part in cultural events that means they are completely isolated from society, and which destroys not only their moral welfare, but violates guaranteed constitutional rights.

Project Realization Plan:
Taking into account the whole difficulty of the problem, Saby Charitable Foundation carried out its own monitoring and came to the conclusion of the necessity to arrange special car parks for the transportation of wheelchair people in cities of Kazakhstan. Cars equipped with special lifting appliances will allow a wheelchair person to get into the passenger compartment without much effort. The ability to move will allow people with limited capacities to take part in society life which is especially important for children who can attend schools, developing centers and cultural events.

Project Actions:
1. To purchase specially equipped cars for transportation of people with limited capacities and donate them to disabled people societies in Kazakhstan cities for further exploitation (Executor – Saby);
2. To purchase special ladder lifting appliances for bringing wheelchairs up and down the stairs in buildings and constructions and to equip Invataxi cars with them (Executor – Saby);
3. To organize Invataxi car parks and dispatch services in Kazakhstan cities employing disabled people who can work (Executor – Societies of Disabled People of Cities of the Republic of Kazakhstan);
4. To form material and technical basis of dispatch services organized on the basis of Invataxi services including supplying of computer equipment and software support for the automatization of handling of orders for transportation of wheelchair people and prepare reports on expenditure of budgeting funds (Executor – Saby);
5. To finance the activity of organized Invataxi services in Kazakhstan cities (Executor – municipal akimats (authorities) of Kazakhstan cities).

Project History:
In order to realize scale projects, in June, 2008, in Almaty city, Saby Charitable Foundation in cooperation with Art Exhibition Direction arranged the Art Nomad Exhibition, the main task of which was to attract the attention of society to problems of disabled people as well as to introduce to foreign guests visual and applied art of Kazakhstan. The visit of this event by the Chairman of Christie’s Auction House Lord David Linley allowed to carry out the next stage of the project – a charitable auction and exhibition at Christie’s Auction House in London. This event was held in October, 2008 and became significant not only for the Foundation but for our whole country because it opened to the world one of the constituent of the culture of Kazakhstan. At such high level Kazakh art was exhibited for the first time. The auction and exhibition raised almost 1,000,000 US dollars. All funds were transferred for the purchase of first 20 equipped Invataxi cars of Volkswagen mark.

Project Financing:
Project financing is carried out at the expense of voluntary contributions made by benefactors through Saby Private Charitable Foundation Non-Profit Organization.

Expected Results
Gradual realization of this Program will allow disabled and non-mobile people to overcome current limitations in life activity, to increase the index of integration of disabled people into society, to increase the level of social protection of disabled people, to reinforce material and technical basis of social institutions for creating conditions for the realization of potential and possibilities of disabled people, to improve qualification of social services institutions staff, to create premises for the formation of adequate mindset of Kazakhstan citizens regarding problems of disabled people.

Milestones:
The Project has been operating for 7 years. 62 cars in 20 cities of the Republic of Kazakhstan were purchased for 43,000 disabled people.

«SPORT-HEALTH-ACHIEVEMENTS»

Project Purpose:
1. To create conditions for pupils of child welfare social institutions in Kazakhstan to do exercises and to go in for sports, and to develop Olympic and national sports as well as peoples’ games;
2. To form a healthy life and principles of an active longevity among pupils;
3. To enhance occupation of children and the youngsters by providing sports leisure activities for the purpose of offence prevention.

Scenario of the Project Implementation:
1. To build sports-grounds and tot-lot areas equipped on an up-to-date basis at child welfare social institutions;
2. To involve pupils in systematic exercises and sports;
3. To activate interaction between the physical education & sports associations (including federations) and sports clubs and the pupils of child welfare social institutions.

Problem Definition:
Currently Kazakhstan has received increasing attention to the development of sports both generally around the country and in the educational system. However only 56.5 % of general education institutions of the Republic have standard sports halls and 14.9 % of once have sports halls duly adapted. A scope of exercises done at secondary education institutions is 3 – 4 times less than the applicable standards require. To reach a scheduled and scientifically proven level of physical activity, one should increase the number of exercises and provide a training process with sports equipment.
Unfortunately, out-of-class health & fitness and sports & mass activities during extracurricular hours have failed to develop. The number of children and the youngsters, who are subject to different cold-related and chronic diseases is still increasing owing to a low physical activity.
The importance of sport for pupils of child welfare social institutions is particularly difficult to overestimate. Indeed, often such children have nothing to occupy their leisure with. As a result, there is a dawdle, which leads to disappointment, hooliganism and even immorality. To engage children especially upperclassmen in useful things after studies is becoming an important task. And sport promotes in the solution of many problems.

Primary Tasks:

1. Physical education of preschool and primary school-aged children

Task Definition:
The basic vital motor skills develop at the tender age of children, a child learns to properly walk, sit, stand, do the simplest exercises, orientate itself in space, take physical conditioning procedures, and gets into the habit of everyday physical exercises and sports activities, which are the basis of a healthy life. Arrangements for physical education of children require exercises with them by way of games, as a rule, in the open air, and a constant updating of the content thereof. Exercises are to be based on a various physical training, which increase functional capabilities of children and develop all physical functions of the human body. The leading scientists in pediatry and physical training & sport recommend physical activity for not less than 10 – 12 hours per week for the said age group.

The primary directions in the solution of the task are as follows:
– to set up tot-lot areas “Ksil” at child welfare social institutions with more than 15 preschool and primary school-aged children to do exercises outdoors (Organization in Charge – Saby Charitable Foundation);
– to develop and introduce training and game programs for physical education of preschool and primary school-aged children at institutions (to be performed by the administration of orphanages and boarding schools);

2. Physical education of senior school-aged children

Task Definition:
Physical education is to promote development and improvement of children’s basic motion functions, their physical development and health, and education of a conscious need in a healthy life.
Physical education of senior school-aged children is to develop their high need in systematic physical exercises and sports activities. It necessary to introduce extracurricular exercises subject to the interests of children in different sports and systems of exercises. During classes, one should teach to rationally use factors of nature, to combine work with rest, to give a grounding of physical training, self-massage and safety rules, combination of volumes and intensity of exercise loads, a proper performance of exercises and succession thereof, and to give necessary theoretic knowledge about the physiological make-up of the body, and the hygiene of exercises. A recommended scope of active exercises and sports activities for children of this age category is not less than 8 – 10 hours a week.

The primary directions in the solution of the task are as follows:
– to build, at child care social institutions, up-to-date sports grounds equipped, on a multi-purpose basis, to go in for different sports (in particular, five-a-side, voleyball, basketball, handball, and court tennis) (Organization in Charge – Saby Charitable Foundation);
– to improve out-of-school forms of arrangement for physical training for a further changeover from the classes in physical education to the trainings as per particular sports subject to the interests of pupils and the development of their physiological make-up (Organizer – Saby Charitable Foundation) (to be performed by the administration of orphanages and boarding-schools);
– to ensure that physical exercises and sports activities are popularized by involving famous sportsmen, champions, Merited Sports Masters and leading coaches by pupils (Organization in Charge – Saby Charitable Foundation);
– to select promising children to get a further sports education to replenish national teams as per particular sports (Organization in Charge – Saby Charitable Foundation).

Project Financing:
The project will be financed by voluntary contributions of benefactors through the Non- Commercial Organization “Saby Charitable Foundation”.

Expectations:
1. Establishment of healthy life principles among the children and the youth of child care social institutions.
2. Increase in the number of pupils, who actually engage in exercises and sports activities and, as a result, decrease in the morbidity rate.
3. Decrease in the number of offences among the the younger generation.
4. Increase in the promising sports reserve of candidates to the R.K. national teams from among the pupils of child care social institutions.

EDUCATION PROJECT

Project Mission:

Creation of conditions for fosterlings of children social institutions of Almaty city and regions of the Republic of Kazakhstan for successful adaptation in modern society after leaving boarding schools.

Terms of Project Realization:
Constantly ongoing project

Problem Definition:
The basis of orphancy as a social phenomenon is social economic instability of society, deterioration of families’ financial situation, failure of principles, devaluation of moral values. The major part of orphaned children is brought up in boarding schools. Time passes, young men and girls leaving boarding schools have to choose profession to become competitive in society and to survive in the complicated world of adults. Teachers and psychologists of boarding schools and educational institutions do their best in the main thing – to help a young person occurred in difficult life situation to understand who he/she is in this world, to define himself/herself as an individuality, to find his/her place in life and to understand its value and comprehensiveness. Many techniques and state support programs for school leavers have been developed to solve these tasks; they receive assistance in solving social adaptation issues and selecting a place of education and work.
However, the problem is so complex, that without joint efforts of society and state, it is impossible to solve it.

Project Realization Stages:

1. First Stage

Task Definition:
Children from difficult families in the very beginning of their life receive a hard emotional shock and great negative experience. Their childlike mental outlook is strongly distorted and adequate social skills have not still formed. They know almost nothing about life in civilized society but are very familiar with habits of that complex atmosphere in which they have been living for a long time. Being foster children of boarding schools, they dream to live a normal life, want to be good and do much for this. However, after having left boarding schools or hostels, children often return to unfortunate atmosphere; school leavers even dispose sufficient assets to begin an independent life but cannot manage them rationally. After long years passed in social security, yesterday foster children are often not ready for an independent life. They do not know their rights and cannot protect them, incapable to accept individual responsible decisions and achieve set goals.

Ways of Solution:
1. Organization of meetings and consultations of teenagers in boarding schools with invited specialists (doctors, psychologists, religious representatives, etc.) whose task consists of modeling different life situations and teaching teenagers to correctly overcome them. Introducing children to society traditions by organizing entertaining educational activities.
2. Organization of psychological trainings and workshops for employees of boarding schools (social teachers, psychologists, tutors) for the application by them of the received knowledge and skills in work with children.

2. Second Stage

Task Definition:
Leavers of boarding schools face the choice of a profession, prepare to enter universities and colleges the same way all young people, desiring to get an education, do. The task is getting complicated by the fact that leavers of boarding schools often do not know how to achieve their goals in practice.
Ways of Solution:
Activities aimed at successful entrance of leavers of boarding schools to educational institutions. This includes: psychological questioning of children, discussions on professional orientation, choice of an educational institution and study of entrance rules. Meetings are held with interesting people who achieved definite life positions by their own efforts.

3. Third (Main) Stage

Task Definition:
In state colleges, professional lyceums and schools, where leavers of board schools enter by orphan quotas, as a rule, the list of professions is limited and not always meets desires and abilities of a teenager. It is unlikely that having entered to study an unpleasing profession, he/she will study well and actively take part in the social life of the educational institution.

Ways of Solution:
Financing of educational grants in higher and secondary education institutions by Saby Charitable Foundation allows children to choose independently both a future profession and an educational institution which will help their further integration to adult life. The Foundation enters into an agreement with an educational institution and completely pays for the education of a student.

Expected Project Results:
Successful integration of former foster children of boarding schools to modern society by acquiring social skills as well as a well-deserved on-demand profession.

INTERMEDIATE RESULTS OF THE EDUCATION PROJECT REALIZATION AS OF JANUARY 1, 2017:

Regarding the First Stage:
– in 2004, 2005, 2006, meetings with a gynecologist were organized for fostered girls of Zhanuya Specialized Complex of Almaty city; the girls were consulted on issues of personal hygiene, female health, sex education;
– in 2007, meetings with psychologists were held in Boarding school #1 and Zhanuya Specialized Complex of Almaty city, where the specialists discussed with teenagers different life situations to simplify social adaptation of children in society;
– in 2008, 2009, charitable Graduate Proms were held for the most successful fostered children of boarding schools and hostels of Almaty city and regions to encourage their achievements in study, sport and social life as well as to acquaint and introduce them to social traditions. 99 school leavers of 9 forms took part in the proms.
– in 2009, special trainings for psychologists and social teachers of boarding schools and hostels from 9 institutions of different regions of Kazakhstan were held. The instructor became O.N. Manolova, a candidate of pedagogic sciences, docent of Achmeology and Psychology of the Professional Activity Department of Russian Academy of Public Administration under the aegis of the President of the Russian Federation (RAPA). 25 specialists took part in these trainings;
– November 2010 – May 2011, a large-scale program of psychological correction and social adaptation of fostered children was held: highly qualified practicing psychologist during 7 months conducted both theoretic and practical trainings to 70 children from boarding schools #1, #2 of Almaty city and boarding school #1 of Almaty region;
– October 2012, a class of early education and training according to Maria Montessori system was organized in the Child Care Center of Kyzylorda city. The classroom was equipped with special technique and materials for trainings with age group from birth till 3 years old; for trainings of employees of this social institution to work with fostered children according to this system four-stage seminars have been organized which will be held during a year by a Montessori pedagogue, a training specialist of Montessori Interregional Association in Revda city, Russian Federation; 17 people passed the first-stage training;
– April 2013 – 15 people passed training courses for the employees of the Orphanage in Kyzylorda for work with foster children according to Montessori early development method with a Montessori teacher, trainer of the Interregional Montessori Association, Revda city, Russian Federation;
– October 2014 is the third and final stage of training courses for employees of the orphanage in Kyzylorda to work with pupils on the early development after the method of Maria Montessori was organized by a Montessori-teacher and coach of Interregional Montessori Association, Revda, the Russian Federation; 15 people held.

Regarding the Second Stage:
– in 2008, 2009, discussions on professional orientation and questioning of children were held in boarding schools #1, #2 and Zhanuya Specialized Complex of Almaty city in order to define their talents and future profession choice; meetings with interesting people successful in different professions were organized;
– in 2010, two stages (in February and October) of professional orientation computer testing by the Proforientator program were organized. The program was created by Lomonosov Moscow State University for senior fosterlings of boarding schools #1, #2 of Almaty city and boarding school #1 of Almaty region in which 103 people took part;
– from December 2010 till May 2011, 6-month trainings were organized in the tutor center for the preparation of school leavers to the Common National Testing. The fostered children of boarding schools #1, #2 of Almaty city and boarding school #1 of Almaty region obtained additional knowledge by four subjects which became the key to successful passing of the examination;
– in February and October of 2011, regular stages of annually professional testing of pupils of 9 and 11 forms of the three affiliated boarding schools were held, in which in total 107 people took part.
– from September 2011 till May 2012, the pupils of the eleventh form from affiliated boarding schools of Almaty city and regions attended the courses for preparation to the Common National Testing;
– in March and October 2012, 70 pupils from affiliated social institutions took part in the annual testing of professional orientation;
– From October 2012 to May 2013 graduates from the affiliated boarding schools of Almaty city and region attended training courses for CNT preparation;
– in February and October of 2013, 70 foster children from the affiliated institutions took part in a regular stage of annual testing of professional orientation;
– 8-month courses for CNT preparation for graduates of affiliated children’s homes of Almaty city and region were renewed from October 2013;
– November, 2013 – annual subscription for printed publications of the “Baldyrgan” magazine and the “Ulan” newspaper in the amount of 50 samples for 33 children social institutions of the Republic of Kazakhstan;
– In February and October 2014, 88 children from sponsored orphanages in Almaty and Almaty region participated in career guidance tests;
– From October 2014 a preparation course for the Unified National Test for 10 graduates of the sponsored orphanages in Almaty and Almaty region began;
– December 2014 – We made annual subscription to print edition of ‘Baldyrgan’ magazine and ‘Ulan’ newspaper, by 15 copies each, for 2 children social institutions of Almaty and Almaty region.;
– In February 2015 the second stage of professional testing for 20 fosterlings of boarding schools of Almaty city was terminated. It was held in Almaty branch of Saint Petersburg University of the Humanities and Social Sciences;
– In March and October 2016, 2-phase testing for vocational guidance using a special computer technique developed at the Moscow State University named after M.V. Lomonosov was carried for 82 children from the children’s homes of Almaty and Almaty region;
– September 2016 – 8-month preparatory course to UNT was organized for 10 pupils of children’s home No. 1 of Almaty and boarding school for children from low-income families of Almaty region.

Regarding the Third (Main) Stage:
– During the implementation of the Educational Project 69 people from the number of orphans and children left without parental care have been trained and got specialities;
– At present 9 teenagers from orphanages and residential schools of our country are trained in specialized secondary schools and higher educational institutions.

Milestone:
Project has been operating for 14 years, 10 children social institutions from 5 cities of Kazakhstan have been covered, and total number of foster children is 1400 people.

The Mission

The Mission of Saby Foundation is to enhance the understanding by the general public of charitable activities, and to make philanthropy effective for charity recipients and attractive for sponsors.
We do seek to avoid historical errors of the charitable movement where in 50-60s adepts of the largest funds determined the welfare as one of the obligatory human rights. Such fund policy resulted in the fact that several human generations grew up, who used to the dependency and wished no social independence.
However, philanthropy is somewhat more than a boring measurement of the amount of money contributed. That means distribution of not so much consumer amenities as funds, due to which people themselves will be able to acquire the said amenities. As the ancient Chinese philosopher Lao Tzy said: “If some fish is given to the man, who needs it, he will subsist all day long, if he is given a fishing rod – he will be full up for the rest of his life”.
Based on our position, life should be changed by people themselves but not by activist-philanthropist, – philanthropists just initiate such changes. Such understanding of the Mission predetermines the conduct by the Foundation of its socially important and purposeful activities subject to the principles of monitoring, planning, technological effectiveness and regulation of results.
